CARDINAL DISTRICT COMMITTEE MEETING

Begin at 1900 hours with the invocation John Honeycutt and the Pledge of Allegiance to the Flag led by Jonathan Shouse. John McCulla, chairman, presided.

Attendance

19 District Committee members and no guests in attendance.

Announcements
  • Recharter training dates are posted. All recharter units must recharter by 31 December. (see below for more).

  • Finances for council are ahead of last year.

  • Sporting Clays 17 October - your company or club can sponsor a team still.

  • Training - see calendar.

  • Maymont - Raptor Valley Dedication. Good turn out of Scouts. They are ready to help Scouts with projects and advancement location opportunities. See council web site for PDF forms that help Cubs check-off advancements at Maymont. Both Bruce Kay and Horace Whitworth (council president) were speakers. The Exhibit is really interesting. See council web site for more and for photos of the event. There were many Scouts and Scouters from Cardinal District participating. This is a “city” venue for Scouting. At our Roundtable we handed out the Tiger, Wolf, and Webelos advancement helps. Kudos to Catherine for creating 8 pages of great program/advancement help. And remember admission is “free”.


Public Relations & Marketing
  • Raptor/Eagle Exhibit at Maymont – with 4 days of announcements in Times-Dispatch, mention on many TV news shows, and our pushing at Roundtable and emails… still laws a pretty low turnout of ‘citizens’ that Saturday. The turn out of Scouts really helped their event to be successful.

  • Want to come up with a brochure and distribution point at Maymont to have Scouting in Central Virginia available at the exhibit. Want to have these ‘were the kids are’. (“We have this partnership with the Boy Scouts…”). Want to “feed” the Eagles for a year and get a plaque/statue there. If Council is not ready to move - we need to organize a Cardinal group to make it happen.

  • Share our photos of Scouts at Maymont with Maymont Foundation for their PR use too.

  • Build an event for Cardinal at Maymont - Cardinal can build and ask Capital to join - but go with it for public view, excitement by Cubs (something local and fun planned for them to just show up and do). Could make it a Tiger rally if look as a recruiting time (another specific event).

  • MAKE it easy to find a Scout unit on-line. Need good response ‘piece’ (a card or brochure) and a good on-line unit locator. Younger parents will expect the WEB to answer all their questions! For Council (and go ahead and make for Cardinal if we have to wait on Council site) - can we have a front page one-click “to find a Scout unit near you click here” then put a map with units. List the units by night they meet (if we know that - usually that only works for Troops) and by Schools for packs.

  • Look for Relationships with others like Maymont?

Membership
  • SCHOOL OF MISCHIEF - the kit was a good hit. But we are behind on our numbers. Will be asking Packs for regrouping ideas and taking another try this season.

  • What can we as a district do now to re-boost a Join Scouting effort? The Time Window for recruiting is the fall and in the next two weeks. Need to get to the PTA/PTO meetings.

  • School of Mischief - Issue one - how many families came to the meetings? Issue two - what is the close rate? As good as in the past?

  • We were a week earlier than last year - that’s a mind-set difference for families. Was it ‘just too early’ in the start of the school year?

  • We didn’t have the “yard signage”. Last year used the previous year’s left over signs.

  • Whatever is ‘given out at school’ must be followed up with more messages - signs - repeats of the message.

  • “flyer vs. hanger”? is there a way to test if the hanger was “hung” but didn’t communicate to the parent to come to school? Is there a way to use the “door hanger” (the boys all wanted them!) but have some detaching message for the parent?

  • Can have a Join Scouting Night at the Church. Can come to the Parent Teacher Organization night meeting?

  • Send notice to Packs - Want another shot at more boys? Here are some things that Packs are using that we can print for you or help with: XXXXXXXX.

  • A RECRUITING OPPORTUNITY - POPCORN - a Cub is at the door in uniform twice - taking the order and delivering the product. He can deliver a “Join our Pack” flyer when he does.

  • A RECRUITING OPPORTUNITY - Scouting For Food - the ‘instructions’ we ask Packs and Troops to staple to the bags needs two parts - 1) “fill with cans and put on front porch by 10:00 Sat.” 2) “Your son, or grandson, needs Scouting. Now is great time to join, boys ages 7 thru 17 are Scouts. Call us at ________.” (WE want more food and more boys!)

  • A RECRUITING OPPORTUNITY - POPCORN - sell at the soccer games? (see below).

  • Incentives? What can we offer? Maybe ½ off your national dues if your friend joins. (Only $7.40 this year since it is March - December 2008). Or even pay 100% this year.

  • UPWARD BASKETBALL - organizing at Trinity UMC - need Scouting piece to pass out there.

Finance
  • Charlotte Pemberton - Popcorn Kernel - Cardinal sales goal is $352,000 (we did $283,000 last year). Goal is 57 units from Cardinal - 40 have committed. The units that dropped of from last year were the smaller dollar units.

  • Consider selling POPCORN at the Striker’s Field. Coordinate with Charlotte to get your weekend.

  • Need Helpers to Load on Sat. 27 Sept. - Have 1,900 cases of popcorn to load on 27 September at the Kloke Warehouse - older Scouts and APO and others. Contact Charlotte Pemberton and tell her how many Scouts/Scouters/Adult/Brothers can help that Saturday morning.

  • FOS - council dinner is chaired this year by John McCulla. Will be night of 26 Feb. 2009. Setting district goals this week at a council meeting. Oct. 15 is the training meeting for ALL FOS volunteers - anyone involved in the whole FOS effort. BB&T is the host company this year. Had 900 tables last year. Want to fill it this year - and can if get 1/3 more. Can ask the EAGLE group to turn out as HOSTS. EAGLE CLUB is $1,000 donors - and need the autographed Legacy of Honor book and honor the club with the gift! If speaker is in the book great.

Program
  • SR966 - Wood Badge - Craig Britt, September 18-20 and Oct. 17-19 2009.

  • Scouting For Food - University of Richmond - Oct 25th - Scouting For Food at the game - come in uniform and get in free (Scouts and Scouters)… a n d
  • Cubs and Boy Scouts - Athletics Department offers for the first year ever on 25 Oct. a camp out separately - that is $25, see the game, have dinner, play on the field, a clinic, tent camping one night. They do this with Girl Scouts with sleep over on the gym floor. Will be shot to the mail list for Cardinal and posted on the web site and council site.

  • Cub Family - 18-19 October at Camp Finley Albright. Leader’s Guide is now online.

  • 27-29 March 2009 is merit badge weekend - looking at non-Brady Saunders location.

  • Pinewood Derby - Cardinal 500 is 04 April 2008. Details being firmed up. Need a gimmick to get non-Scouts to come to this and join - think of recruiting event. Location being selected now. Will look for other programming at the event. Considering the Science Museum.

  • December Timbereee - Cardinal Scout camporee - leader guide is on the web site now.

  • We held the first ever Scout Night at Comedy Sports - for Scouts. We packed the place. Team improve. Clean language only. A good, fun night. Dumbarton Square shopping center.

Advancement
  • No report

Training
  • BALOO has been cancelled due to low signup. BALOO is back on! Catherine Harding's commitment to make the course happen and additional signups have saved the day. Look for a bunch of newly trained campers to come out of the course Saturday, Sep 20th!

  • October 1 – New Leader Essentials - Tuckahoe Library
  • October 4 – Leader Specific Training - Three Chopt Presbyterian Church

  • October 24-26 – Introduction to Outdoor Leader Skills and Outdoor Leader Skills for Webelos Leaders (adult outdoor training) - Camp T. Brady Saunders
  • December 5-7 – Boy Scout Timberee – Camp Finley Albright


Venturing

No report.

District Commissioner
  • Recharter 1901 Starling Dr. the Thursday after Roundtable. It is Yom Kippur. We apologize and will offer personal training for any who cannot attend for that reason.

  • Turn in Recharter is 06 Dec. at council office.

  • Centennial Award - can turn in starting end of October.

  • Mattoponi Indian Chief - will address the OA at the chapter meeting (the night of Roundtable). He is also an Eagle Scout.

  • Two Packs are coming back from un-chartered. Will take us to 80 units.

District Executive

Check Calendar on web site - is updated thru December. If anything needs change or add - contact Joe or Jennifer. David Anderson will be training some Cardinal volunteers on how to post to the district web site.
